Abstract
Ovaj završni rad baviti će se tematikom pojma upravnih sustava, povijesnim razvojem istih (razvojne faze upravnih sustava), razvojem javne uprave u Republici Hrvatskoj od samih početaka do danas. Također će se elaborirati pojam državnog službenika, te pojam upravljanja ljudskim potencijalima u državnoj upravi. Središnja tema ovog rada biti će zapošljavanje državnih službenika u Uredu državne uprave u Primorsko-goranskoj županiji od samog početka tj. raspisivanja natječaja pa do prijema u službu, biti će detaljno objašnjeno ustrojstvo Ureda državne uprave u Primorsko-goranskoj županiji te uvjeti za prijem u službu za pojedina radna mjesta.
