Abstract
Rad zapoĉinje uvodom u samu teoriju financiranja, oblika financiranja te detaljnim objašnjenjem dugoroĉnih izvora financiranja (krediti, obveznice, lizing). Zatim je prikazan osvrt na Primorsko-goransku ţupaniju, njezine osnovne znaĉajke, teritorij, broj stanovnika, na sam proraĉun i gospodarstvo Primorsko-goranske ţupanije, na infrastrukturne potrebe u zdravstvu i školstvu te na potrebe u kulturi kao i potrebe ulaganja u ustanove za osobe treće dobi. Na kraju je zakljuĉeno da u navedene potrebe treba konstantno ulagati, i da ţupanija za to mora osigurati sredstva.
